SHAFTER, Kern County — October 23, 2026. Official city information provides the basis for this local report. Residents should rely on the latest agency notices for dates, permits and legal decisions, especially while the city is considering new policies.
What changed?
The City of Shafter Engineering Department says that effective August 3, 2026 all city encroachment permit applications must be submitted through a new online portal. Applicants need to create an account to apply, track the review and manage related payments. This is a procedural change, not a waiver of technical or legal requirements.
Who might need this permission?
Projects affecting the public right-of-way can include certain utility connections, sidewalks, access points, driveways, street openings or work areas that temporarily occupy public land. The correct permit depends on the project type, site, ownership and applicable agency. Some state highways or county roads require permissions from agencies other than Shafter.
Does a portal account grant approval?
No. Online submission begins review; the Engineering Department still oversees the design, construction and maintenance of city streets, water, sewer and storm-drain systems and development-related infrastructure. Starting work without the required authorization can create safety risks and financial liability. Contractors should wait for written permit approval and any required inspections.
Where can residents ask?
The Engineering Department lists its regular City of Shafter public website as the source for application links and guidance. Contact City Hall at 336 Pacific Avenue or 661-746-5000 for referral to the relevant division. Do not send license credentials or payment-card data to a website that is not clearly identified as the city’s official portal.
