SHAFTER, Kern County — October 23, 2026. Official city information provides the basis for this local report. Residents should rely on the latest agency notices for dates, permits and legal decisions, especially while the city is considering new policies.

What is under review?

As part of implementing its 2023–2031 Housing Element, Shafter proposed changes to land-use designations and zoning affecting 12 properties in central Shafter. The city says the revised approach would provide capacity for multifamily housing while reducing how much land must be rezoned compared with earlier candidate sites. A Housing Element capacity estimate is not a building permit or a construction commitment.

Why is the city updating the plan?

California housing law obliges local governments to plan for assigned housing needs and maintain appropriate sites and zoning. Shafter says it is pursuing a targeted adjustment while broader General Plan questions, including transportation connections and high-speed rail alignment, are considered. The state Department of Housing and Community Development reviews Housing Element compliance.

What were the consultation dates?

The city posted an official feedback period from September 30 to October 14, 2026, closing at 5 p.m. It also organized a joint Planning Commission and City Council information session on October 6 and an October 8 community open house. Those dates have passed; they should not be promoted as upcoming events. Additional public hearings may be necessary for final code or General Plan amendments.

What should property owners check now?

Review the city’s parcel maps and subsequent planning agendas to see whether a particular property is affected and whether the proposal has been submitted for state review. Do not assume a property has been rezoned simply because it appeared in the September workshop materials. For development questions, obtain the current operative zoning and written city planning guidance.
